Monday, December 8, 2025, the Burien City Council will hold a special 4:30 P.M. reception at the Council Chambers to welcome incoming and honor outgoing councilmembers.

The regular meeting will begin at 5:30 P.M. Keys of the City will be presented to two outgoing dedicated Councilmembers, Jimmy Matta and Stephanie Mora. There will be a special presentation of the Guatemala Day proclamation to Mayor Hugo Sarceño of Puerto Barrios, Guatemala. Other meeting topics will include the new online B&O tax filing platform, discussion of co-living housing zoning, and Federal law enforcement activity.

The meeting will open with a formal swearing-in ceremony conducted by The Honorable Brian Todd. The following councilmembers will officially begin their new terms:

Business and Occupation Tax Software Launch

Finance Director Casey Headley will provide an update on the launch of Burien’s new Business and Occupation tax software, an initiative designed to modernize city revenue systems and improve efficiency for local businesses.

Councilmembers will share updates on current initiatives, followed by the City Manager’s Report, which outlines recent progress on citywide operations, community programs, and regional collaborations.

Executive Session


The council will then enter a 20-minute executive session to discuss potential or ongoing litigation with legal counsel.


The council will consider several important actions, including:

  • Approval of a $2.97 million voucher report and November payroll expenses.
  • Adoption of:
    • Ordinance 885 – Restricting the sale and use of single-use plastic bags
    • Ordinance 878 – 2025 Critical Areas Ordinance update
    • Ordinance 877 – Business and Occupation Tax update
    • Ordinance 884 – 2025–2026 Mid-Biennial Budget
  • Approval of Resolution 526, establishing the 2026 Right-of-Way Permit Table
  • Approval of the November 17, 2025 meeting minutes
