Board Directors will hold a Special Meeting Work Session on Budget, Wednesday, November 12, 2025, from 4:45 – 5:45 p.m. 

The Regular Board Meeting will follow at 6:00 p.m.

Both meetings will be held in the Boardroom at the Central Office Building located at 15675 Ambaum Boulevard Southwest.

Action Items

Resolution 14-25: Certification of 2026 Excess Property The board will consider approval of Resolution No. 14-25, certifying the 2026 excess property taxes. Voters approved a four-year General Fund Educational Programs and Operation (EP&O)  levy in 2021. Now the board needs to approve the amount of that levy of up to $69,873,487 for the 2026 calendar-year. The same resolution involves collecting the Debt Service Fund Excess Property levy of $73,000,000 to pay an outstanding debt for voter-approved capital projects.

2026 State Legislative Agenda According to the board action report, the need is for comprehensive literacy supports and basic funding for special education, materials, supplies, and operating costs.

Revision and Renumbering of Board Policy 9271: Sale of Real Property This motion would consolidate current rental and sale policies, and revise and renumber Board Policy 9271, Sale of Real Property, as Board Policy 6882. The board action report says, “The proposed revision adds a requirement for charter schools to have the right of first refusal to purchase or lease district property." Another goal is to make it consistent with the Washington State School Directors Association (WSSDA) standards.

Repeal and Revision of Board Policies 9273 and 9272: Real Property Management The board is being asked to repeal policy 9273 and revise 9792 to update language to align with WSSDA standards

Interlocal Agreement with King County: School Impact Fees Program This motion authorizes the Superintendent or designee to approve and execute Interlocal Agreement No. 01-25 between Highline School District No. 401 and King County regarding the School Impact Fees Program.

The board will consider approving grants for the Puget Sound Skills Center and Highline Public Schools. This involves approval of Perkins grants for each and a four-year plan overview.

There is a motion to approve the contract for the Allovue Budget Suite. The Board will consider a contract with PowerSchool for the Allovue Budget Suite. 

Project/Construction Management Services for the Southern Heights Replacement Project A management services contract is being proposed for the Superintendent to enter into with Vanir Construction.

Final Acceptance: South-Central Administration Building Roof Replacement. This approval would authorize the Superintendent to close out the roof replacement project.

Easement to Southwest Suburban Sewer District in connection with Evergreen High School Replacement Project
